When exporting a PDF version of a Standard Report, you can choose these options:
- Insert a page break after each question
- Include page numbers
- Include lists of open text answers
To access these options when exporting the PDF, go to your Standard Report then click the Download option:
Next, select PDF as the export type and choose the desired exporting options. Click Start Export when you are ready to proceed.

One does have the ability to download a survey as a PDF via Tools > Download survey. Once on this screen, one can choose the settings you would like to include in the file.
While the pages may not exactly match up with the view during survey taking or in the builder due to size constraints, you will be able to download as a PDF. Regrettably, there is not a way to include page numbers while downloading in this fashion.

Is there a way to include page numbers when downloading a survey (the questionnaire) into a pdf? In the testing/final review stages, I will usually share the pdf of the survey with testers and final reviewers in a meeting - and I need an easy way to direct people to 'Page 5'...

I'm sorry to say that at this time, there is not a way to insert page breaks selectively into the Standard Report. Our Development Team is looking into ways to address this in the new year.
In the meantime, if this is crucial component of your reporting needs, you can certainly continue to use the Legacy Summary Report.
We do not currently have plans to decommission the Legacy Report.

Any update on this? I have a report that looks terrible unless I can insert some page breaks. But I don't need some tiny questions on their own page.

The "Insert Page Breaks Selectively" feature is available only in the Legacy Summary Report. While this is not currently an option in the Standard Report, I will document this with our Development Team as a potential future improvement.

Is there a way to selectively insert page breaks in the new Standard Report via the command in a text element or does this only work for the legacy reports? I can't see to make it work in the Standard Report.
